    Recent changes in industrial law

    The purpose of this paper is to is to provide an informed commentary on recent developments in industrial law in New Zealand. It outlines changes in industrial relations legislation passed in 1969 and 1970, in particular the General Wage Orders Act 1969 and the Industrial Conciliation and Arbitration Amendment Act 1970.

    Social security as a world problem

    Time was when social security was among the most domestic of domestic social problems; it now has a recognised place among world-wide social problems. This change of outlook is attributable to three main factors: the relevance of broader social security to economic and social development and technological change; the relevance of broader international experience to the increasingly complex problems which the contemporary development of social security presents for many countries; the impact of the ILO on social security in a wide range of countries.

    Trade Unions and Multinational Enterprises

    The presence of multinational enterprises in both developed and developing countries is a fact of contemporary life which has great economic, industrial, social and political significance. This paper intends to concentrate on the problems encountered by trade unions in their dealings with multinational employers whose very method of operation has created situation where the generally accepted processes of solving industrial disputes do not seem to function uccessfully. In order to piace the issues in their proper setting first a brief outline needs to be given on the characteristics of transnational business entities and the reasons for their success in establishing economic empires should be explained. Expertise in management, technological advancement, mobility and a quasi-sovereignty resulting from their ability to negotiate with national governments as equals - or even treat them as inferiors - will be looked at as background material for a more detailed investigation of the issues which arise between them, as employers, and the trade unions.

    Strikes and participation: New Zealand contributions to the fifth world congress of the International Industrial Relations Association

    The two papers published here were presented at the Fifth World Congress of the International Industrial Relations Research Association in Paris in September 1979. Dr Turkington's paper points to the underlying importance of economic pressures in determining the pattern of stoppages in a particular industry. Mr Smith's paper provides an analysis of the development of worker participation in management in New Zealand.

    The Computer in the workplace: Lessons from Norwegian experience

    Provides insights into the Norwegian approach to integrating computer technology in the workplace, emphasising the importance of cooperation, participation, and comprehensive planning to address the human and social impacts of technological change. The Norwegian system emphasises resolving industrial conflicts through mediation and arbitration rather than detailed state regulation. Lessons to be drawn are: Trade union participation must be developed through a slow, ongoing process; Participation implies a major change in union policy and must be built on broad understanding and activity among members; Trade unions should build their own understanding of data processing, rather than relying solely on existing knowledge from managers or system workers and the extent and nature of participation will depend on broader economic and technological trends.

    Industrial Relations in The Netherlands: Harmony or Conflict?: An old issue revisited

    The post war Dutch system of industrial relations has been used often as an example of a harmonious system. When conflict became frequent in other industrial democracies. cooperation was still the main characteristic of the Dutch industrial relations system. In the late sixties and beginning of the seventies this was no longer true. Negotiations became tougher and conflict situations became increasingly common. Peper (1975) and others tried to explain this turn-around. Dutch industrial relations have become more peaceful again in the last few years. Does this mean a return to the harmony of the past? This essay will attempt to answer the question.

    Procedures to settle disputes over alleged wrongful dismissal

    This paper concentrates upon "the right" to hire and fire workers, which the author suggests has traditionally been regarded as an essential right of management. In the author's opinion this study underlines the value of established, orderly procodures for the peaceful rosolution of worker's grievances.
