Abstract:
As the literature suggests, the fines problem presents two levels of concern. Fines are both a potential barrier to use, with prospective customers not wanting to risk accruing debt and therefore not using libraries, as well as a real barrier, with current users being excluded from using services, and in some cases sent to debt collection agencies. 41 library systems in New Zealand participated in an online survey to find what the current fining practises are in public libraries in New Zealand, and what innovations they have adopted or used in an attempt to address these issues. It appears that most library systems in New Zealand have used innovations; however in general, they have not had the results that were expected.
