Abstract:
This thesis examines the nature and functioning of Youth Offender Units (YOUs) in New Zealand, paying particular attention to the inter-relationships between YOUs and the wider correctional and societal system in which they are nested. Discussion centres upon the potential contribution of a formative evaluation approach to developing the YOUs as a total programme. It is hypothesized that New Media Evaluation might be a novel and effective means of enhancing the programme, while also addressing issues and influences that are seen to impede the realization of developmental and rehabilitative goals. An evaluation design is outlined to illustrate both the promise and potential problems associated with using digital media to illuminate and change correctional practice and organisational culture.
