This report evaluates the ability of NZS 3604 to clearly communicate its intent to builders. It analyses the code and compares it to other documents builders and designers are likely to encounter. Other communication methods are described with emphasis placed on their suitability as replacements for the present code writing system. Recommendations are given for both short and long term improvements. The report is a guide for the Standards Association of New Zealand, or anyone else involved in the writing or revision of building codes.en_NZ
