Abstract

The overall object of land use planning is to guide the future shape of a community for the benefit of the whole community, and the function of the law is to provide an effective machinery for translating planning theory into practice. However, since town and country planning is not a precise art, but is an ever-developing discipline, the law must, while protecting individual rights, be flexible enough to keep apace with planning practice which cannot be formulated as immutable rules of absolute application.
