Abstract
The primary purpose of this thesis is not to deal comprehensively with all matters relating to transport licensing but to try and rationalize the decisions of the Transport Licensing Appeal Authority relating to passenger services and goods services. A rationalization of the decisions relating to taxi and rental-vehicle services has not been attempted for the reason that not only do they form only a small proportion of the total number of decisions but also that the principles applicable to these services are to some extent specialised and could well provide the basis for separate theses.
