Abstract

In determining the feasibility of a development proposal, the developer's interest is normally considered, rather than the broader interests of the local community, and the surrounding areas. However, no feasibility study would be complete without taking into account the over-all context. The International Handbook on 'Tourism and Recreation Development' states, 'The success of resort development, is the ability to plan for tourism and recreation. Tourism often relies on the policies of governments in destination countries, while recreation is orientated by the policies of the local governments or municipal authorities,' (Lawson and Baud-Bovy, P62, 1977). There is a difference between tourism and recreation. Tourism is foreign visitors travelling for pleasure, and recreation is the indigenous population travelling within their own country. The first two sections of this report describe Cardrona, and introduce the objectives of the study. The history of Cardrona is briefly summarised, with an up-date on the present zoning of the area.
