Abstract

"The understanding of what technical education is now just didn't exist then, and it has taken time for the public, and even departmental officers not concerned with this side of the work, to understand what it is all about.... Looking back over the twenty years, I think it fair to say that we have created a new sector of education which didn't exist twenty years ago, that it's in good shape, that it's viable, and that it will go on to such greater achievements in the future."
