Abstract
Human resource development is an important issue in developing countries. It is a process of developing the potential of people and preparing them for their various roles in society. As such it is regarded as an integral feature of the development process. So in this thesis some aspects of human resource formation, in relation to development process will be examined.
In part A, the introductory chapter will deal with development in general. The main purpose of this is to illustrate the magnitude of development problems. The short synthesis on development theory is designed to show efforts in this field in explaining the development phenomenon. The attempts to overcome development will also be briefly outlined. This is intended to highlight the difficulty of the task of fostering development. This may at the same time enable us to see the developmental role of human resources in perspective.
