The Student Community Service Programme (S.C.S.P.)is examined here in the context of New Zealand society and of four groups within society for which it has particular significance : students, the unemployed, social and recreational administrators and volunteers. Each of these groups is considered in turn and the institutional framework within which they operate is discussed. The working of the S.C.S.P. which brings these otherwise diverse groups together is described and an interactional model is developed to analyse the interface at which each group meets established institutions and each other in the context of the S.C.S.P. Conclusions are drawn on the effectiveness and ramifications of the work scheme.en_NZ
