Manufacture of pre-cut, pre-nailed timber wall frames: using NZS 1900 Chapter 6.1 1964 CR; NZS 1900 Chapter 6.1 1978 plus NZS 3604 1978

Abstract

The objective of the research was to examine the intended and actual effects on the building industry of the introduction of NZS 1900 Chapter 6.1 : 1978 and NZS 3604 : 1978 in place of the former NZS 1900 Chapter 6.1 : 1964. The main research method was interviewing members of three main groups which were labelled the Prescribers, Users and Enforcers of the code. The research indicated that the designers intended effects did not become actualities. The pre-cut, pre-nail wall frame manufacturers did not show any benefit resulting from adopting the new code. The revised version of the new code, NZS 3604 : 1981 was produced during the course of this research. The document varies little from NZS 3604 : 1978 and therefore does not negate any part of this research. This report is intended to be of interest to members of the building industry and to other interested bodies such as research organizations. It is hoped that the research findings may be helpful to those responsible for the future introduction of New Zealand Codes of Practice or Standards.
