dc.description.abstract On 19 August 1958 the Executive Council of the New Zealand Public Service Association (Inc.) met in Wellington. The Rules of the Association provide that the Council - the supreme governing body - must meet at least annually in conference when delegates, representing Association members for all parts of New Zealand, deliberate on policy, hear remits from Sections, and consider the Annual Report. Decisions made by the Council are final and binding on all members. Scattered throughout New Zealand, the members - 34,680 in 1958, all public servants who have voluntarily decided to join the Association and pay a subscription - are divided into twenty Sections and two Groups based on occupational interest (Mental Hospitals and Hydro-Electric). These sections are not equal in size and their geographical boundaries are determined by the Council. With the largest concentration of public servants in Wellington, this Section is not only the largest but it also has considerable influence. Under the Association's rule allowing one delegate to the Executive Council for each thousand members or part of a thousand, the Wellington Section sent eleven delegates to the 1958 Council meeting to represent its 10,350 members. The smallest Section, Buller, with 141 members, sent one delegate. en_NZ
