The care of destitute, neglected and criminal children in New Zealand, 1840 - 1900

Abstract

The children of New Zealand are among the most fortunate in the world. From the pre-natal clinic to the vocational guidance centre, the State watches over their welfare. This applies no less to orphan, neglected and criminal children, whose interests are carefully and benevolently superintended by the Child Welfare Division of the Education Department. It was not always so. The present situation is the result of the enthusiasm and labour of hundreds of selfless people, who have developed child welfare in New Zealand from its very humble beginnings to the excellent system we have today. My thesis traces the development of this system from 1840 to 1900. My search for material took me all over New Zealand, and introduced me to hundreds of people who showed a great interest in New Zealand history in general and my project in particular. I am very pleased to be able to offer my thanks to these people who gave so generously of their time and their ability. The officers of the Child Welfare Division have been most helpful. No-one who has had the opportunity of meeting these men and women throughout New Zealand could fail to be impressed by their obvious sincerity and their genuine enthusiasm for their work.
