dc.description.abstract The purpose running through this essay is by means of a descriptive and analytic treatment to examine the operations and functions of the State Advances Corporation of New Zealand, and their significance as related to the general functioning of the Dominion's economy as a whole. A mere factual narration of the functions of a Department of State could hardly be termed an economic survey, though the introduction of analysis or even analytic description puts a different aspect on the matter. The operations of any State Department involve the application to particular purposes of funds (and therefore resources) secured through taxation or borrowing and capable of other uses if not so diverted. Hence there is an economic problem involved, which requires an evaluation of the purposes in view, and of the probable effects of action in conformity with them. en_NZ
