The evolution of Telecom Corporation of New Zealand: essays in organisational performance

Abstract

This thesis is a review of how Telecom Corporation of New Zealand has performed in New Zealand's deregulated telecommunications environment. It examines the organisational and performance progression from Government Department to State Owned Enterprise to private company and provides both a numerical and qualitative analysis of the performance changes. The thesis takes the form of a series of essays, the first of which examines the history and development of Telecom and considers the anecdotal performance indicators which are found in financial analysis; the second reviews the levels of performance that would be expected from organisational restructuring and deregulation, and the third undertakes a productivity analysis of Telecom through the period 1987 to 1992. The thesis concludes with a section that draws together the various analyses in an examination of the economic efficiency changes that have taken place; welfare and dynamic efficiencies as well as productive. This analysis employs some innovative techniques and gives a unique view of the performance changes in an organisation that was totally transformed by the economic restructuring in New Zealand.
