dc.description.abstract This thesis examines the political system in Western Samoa. The plebiscite held in October 1990 provides the basis of this study. The plebiscite asked all eligible Western Samoans two questions: firstly, if universal suffrage should be introduced, and secondly, if a second assembly for Tumua and Pule should be created. The effects of the plebiscite's result - to introduce universal suffrage - have been examined, particularly with reference to the customs and traditions of Western Samoa. The general elections of 1988 and 1991 - the latter being the first to be conducted utilising universal suffrage, illustrate the changes that have occurred, or are likely to occur as a result of universal suffrage and associated electoral amendments. The reprecussions of these changes are discussed in terms of political science theories and concepts. en_NZ
