Item Open Access Dishonest accounting: comments on the Climate Change Commission draft report, 2021(Te Herenga Waka—Victoria University of Wellington, 2021) Bertram, GeoffI have serious concerns with parts of the draft report, and welcome this opportunity to lay those out and suggest how they might be addressed in the final report. A common theme running through these failures is that the weakening of regulatory legal requirements in the 1980s and 1990s, under the rubric “light-handed regulation”, was accompanied by a hollowing-out of the public sector’s regulatory capability. That was never a necessary combination.
